Gangdalf In Papola. If you got past lvl 13 You won't be able to learn it. But I think you can purchase it from someone I don't know anymore details than that though.

The guy to buy basic skills from is in Amakusa, I don't remember his name but the price is 1000 gold and 100 wsp per skill.

It can be bought from the Wicked Trader in Amakusa if you don't have it after level 13 for 3000 Gold and 100 Wsp.
