You have to be at least level 85 to use the wings.

Confirmed. You must be level 85+ to wear the wings. I tried passing my wings off to my alt, and no luck. Sorry.

negative....this does not suck...there is no "lower-high lvl" quest therefore...the wing quest ios an award of sorts only for those of us who have obtained the rank of lvl 85. Let me ask you this...if you saw noobs running around with wings...how "epic" would that be? the answer, of course is NOT VERY EPIC AT ALL!!!
but hey...you can always admire the powerful mage BalzacIX's wings..but remeber you may look but you can not touch

The accessory quest can be completed by anyone over level 35. So can the pet enhancement, so you can always work on those until 85.
