Over 100 casts on white mobs I average 10 points LESS damage using a "power" scroll versus 100 casts without the scroll. Just a little bit of a bug maybe?

That scroll is actually an accuracy scroll that increases aim.

The Aim instead of Power Scroll is a known mistake. It wasn't your fault. Outspark "tricked"* you (and many many others!). I guess I can count myself lucky as I first read about it in the forum. :D
* I used tricked but I know that Outspark didn't do it with purpose. Or did they ... ? :p

Uhm. Even if it DID increase accuracy instead of power, it shouldn't have lowered the damage.

On average 10 damage lower, how exactly did you mesure this average? If it's by guesstimate based on nothing written down, no mods, etc, please join the person that was telling me sunday he could see a 1% change in his crit rate with just his eyes. :)
But yeah, it's an accuracy scroll, so all the warriors mages & archers absolutely love them for grinding, it shouldn't effect your damage per hit at all.

It doesn't do what it says... but the aim bonus you get is godly when you try to hit bigger things, for me it drastically cuts down on misses with the hammer against orange/red.

Yeah, if you're looking to kill/solo slightly higher mobs, then the power scroll is pretty important to where you don't miss so much. It does make a drastic difference to my mages hits .. but as far as I ever noticed, it did not effect the damage dealt positively or negatively.

The "Power Scroll" is misleading in that it is named 'Power Scroll' as well as its description that it increases attack power by 69.
It in fact only raises your aim [chance to hit], nothing more.
