im stuck on this quest, i got to the town, but theres no one here, and i cant seem to find the guard i have to give the letter too. if anyone could help it would be greatly appriciated, been walking around for 10min now and am starting to get a headache

^^ hi there~ not sure what level you are referring to but if you are talking about the level 11 one, you need to return the Voucher of Trust to the Guard in Elderine...you can get to Elderine using the town portal...
