The opression of Ghost quest bug

I can't accept the "The opression of Ghost" quest. There is no yellow text to click. The quest is given by Paladin Master Keast in Elderine. Please fix it soon, thank you.

Just bumping this to state that just today I noticed that you can get this the first time but once you turn it in it is not repeatable due to the lack of a way to accept the quest.
