Top-right of balderan mining place, which is to the right of amakusa. When I first started playing wind slayer, I found its map confusing aswell.
If in popola, right portal to ozi village, right portal to water whatever place it is called, left portal to balderan mining place. (I don't remember exact names, but I figure this gives you the idea.)
