What are the green "Notices" that popup in play?

They confused the heck out of me as*I couldn't make any sense of what they were referring to.

The ones at the top?* They appear when people aquire a certain something.* Things inclue titles like Triumphant enhancer, and Celebrity.* Sometimes it when someone reaches lvl 20, or passes their first Job change.
