I need help with Character Outline

Ok so i know character outlining is out and all because i see it in the screenshots and youtube vids. But for some reason it wont enable me to use the character outline. I click on the bubble and nothing happens its just normal. Same thing with the glow effect. Anyone have any ideas? or answers? Please and Thanks.

Was it for Fiesta you saw, the outspark version, or Fiesta hosted by another company? I saw Angel wings about a year before they were out for example (long story involving me learning Japanese), but Outspark didn't have them
