Ive become level 20 (HawkArcher) but i cant use the level 20 xbow or any of my level 20 moves can someone tell me why? Ty

If you haven't taken your class upgrade quest (available from the NPCs in Elderine I believe) then you are not yet a Hawk Archer, you merely have level 20.
If you have taken the upgrade quest and your class name is HawkArcher when you press C, then I'm afraid you may be suffering from a bug.
