Is it like attacking a monster that has been attacked by other player only?
Or also attacking monster that has attacked other player?

to me kill stealing is once a person attacks a monster others that attack it are kill stealing or trying to steal it.
Now.
If a mage is pulling a room hitting all the mobs, and a fighter mocks those monsters, can a mage aoe his mobs over and over? And if the fighter doesn't stop can the mage just aoe the fighter's mobs over and over and over in a all out ks war?

yeah, kill-stealing can go both ways; by definition, kill-stealing is when you attack a monster that is under aggro by another player not pertaining to your party.

Once the mage has hit the mobs, if the fighter mocks them away the fighter is trying to kill steal. The mobs still belong to the mage. Therefore, if the mage kills them, the mage is not kill stealing. The mage is, instead, just killing his/her own mobs.
However, I'd argue that once someone is holding agro on a mob that mob is off limits. Clerics can only hit one thing at a time. That means that if the cleric is spamming heal to hold agro and a mage AOEs the area or a fighter mocks the mobs away, the mage/fighter is attempting to kill steal.
Good rule of thumb: if someone else is interacting with a mob in any way, shape or form LEAVE IT ALONE. IT DOES NOT BELONG TO YOU.

Then what if I'm a cleric and mobbing like 3 monsters?
I don't have lure skill so it's kind of hard to fight 1 by 1 in certain maps.
I also don't have AoE so of course I hit 1 by 1.
Then suddenly archer/mage/fighter comes and hit the monsters I'm tanking with my heal (the monsters won't move to them instantly because I hold aggro from healing).
They just kind of get free kill and exp out of my sp stones.
And they can use excuses that I haven't attacked the monsters .....
By the way this happened to me before and the archer even laughed at me being a noob because I scolded her >_<

The archer was kill stealing. Once you are interacting with a mob, it belongs to you.
Fiesta really screwed up when they blocked guild war combat from non-town maps. Now KSers don't face any repercussions at all so it's become a serious problem. It was bad before. It's much worse now.

Well, a funny thing happened today on my mage while I was doing ratman. There was a cleric nearby a ratman and she was busy with another mob, bashing and healing but didn't aggro the ratman. I used my magic blast on the ratman and instead of coming to me, it went to the cleric. So, she attacked the ratman but I kept spamming skills. xD I feel kinda bad afterward wondering if I ksed D:

Kill stealing vs. unwanted helping
sometimes ppl think they are helping that person, when in reality they need no help but are trying to hold agro.
what bugs me is when ppl get on thier mover and circle a whole area you are fighting in and pull all the mobs (think Greenky quest here). Pulling a mob with a mover does not mean they are attacking it. And often times they will lose agro near another group, or pass a party just as fighter has mocked and accuse that person of "kill stealing."
In my book they have not attacked that mob yet and they are just mosters chasing that person on thier mover. If those mosters attack me, I will attack back!!! xDDD

It's KSing if you take a monster that's aggroed to someone else without confirming that they want you to take it to help them/don't mind if you do.

what about someone coming along stealing drops? isn't that KS as well? or just drop stealing? if someone comes along and steals my drops cuz i'm busy fighting another monster i usually yell KS.. is that wrong?

Yes that's wrong <_< there's no KILLING involved in stealing drops.
You know, you have a certain amount of time after items drop when only yourself and party members can pick them up - if you don't pick them up in that ample time people often think you don't want them and will start to grab them. Decent people would stop if you asked them to...but not if you accuse them of KSing when they aren't O.o

i know there's a limited time only i can pick up the drops but if i, as a cleric, am busy keeping myself alive and fighting the mob and someone comes along and steals my drops, they stole what i earned from the kill... i guess not KS in the sense of exp stealing but they stole from me just the same..
same situation w/ kiting.. idk how many times i'm running along side my hubby while he's kiting and i'm healing and we can't pick up the drops fast enough and someone comes along and steals em.. so i should just shout thief? KS or no?

It's not KSing unless they attack monsters you have aggroed. What you are talking about is drop stealing, like I said.
Don't shout thief - ask them politely not to take your drops. If they continue to take them, then report them.
As a cleric you don't have a ton of active skills that you need on your 1 to = hotkey bar, I suggest having the pickup item action on a hotkey so you can just hammer it. My buffs are on my second hotkey slot to make room on the first.

Like someone else said put pickup on a hotkey. There is a timer on how long you have to pick them up for a reason after that someone else picking it up really is not stealing your drop. Most people if you ask them not to will stop. As for turning them in I don' think they are going to do anything because you did not pick them up before the timer ran out. The only ones I see doing the kiting thing that can not pick them up fast enough are the ones who are trying to cover to big of an area.
