how do u get skill lvl up?

You need to find or purchase a kill book of the next level to a skill and meet the level rquirement for said skill.
Such as Minor Heal Level 1 for an Acolyte you learn at level 16 (Right after the job change) and at level 31 you can use a skill book to learn Minor Heal Level 2. This Skill book can be found from monsters killed or bought from a Skill Book Merchant in Essene.
