ok lv99+ can use, but class restrictions of lv100+, so really you can only use it at 100+

really who is going to buy the lv99 armor over the lv100 O.o?

and its not just mage, all classes
and as side note, lv95 blue armor has same def as lv100, and u can get crappy ones for like 200s, y even buy them XD

they neded to make some changes to put the 3rd job change at lvl 100 and jumped over some armors to like the Gaia armor for clerics etc bc if the codnt od the changes job change will be at lvl 110 like the korean one and the first one is for lvl 99 bc they codnt put it like it shod at lvl 100 bc at lvl 100 is the new job and starts the new armos and yes u can buy failed blues cheap but tink about it like this if no one wod farm bose u will be obligated to buy the npc ones not Os fault bc ppl farming them is not a fail u just need to tink a bit more and they cost so much bc the 95+ or 100+ quest starting to give rewards in gold no more silver and u will be able to npc the 100 greans for a decent amo of $$ to after they complete relese them the 100 grens i mean

if you are an enhancer - what's the cost difference between a T4 and a T5 item, both in SC and stone manufacture?
personally, i'd enhance the lv99 item rather than live with an unenhanced lv100 item, if i were a player that enhanced everything i see (like some players seem to)

She has a very nice point, lol don't wanna think about the real cash needed to enhance a lvl T5 gear @.@ and well cost of t5 stones seems it's gonna be really high as well.

i'm sure greens have the same as whites
and believe it or not, not everyone uses blue armors, some people still use greens throughout

I doubt OS is going to remove the 99 armor or anything, 'cause some people might enhance them and it's just money for them.
