I don't think that there will be an option to upload custom avatars simply because it just adds more to the moderation. Which brings in more work and takes time and attention away from other tasks if there are violations and whatnot.

However, I will see if we can talk with the staff to organize another Avatar Forum contest again to get a bit more variety.
