I am lvl 21 and cannot get rev from either the skill master or Nina, what is the deal? Am I retarded or something :P

At level 20, You first do your level up quest (Become CleverFighter, HighCleric, HawkArcher or WizMage) after completing your level up quest, You need to speak with YOUR skill master (the class your playing) In elderine. The Quest name will be
"Clerics New Power 1" (Since this is your class)
It is a few part quest, but very simple so be patient :P
