Simply put, they do it to generate awareness of the game and, more importantly, buzz/excitement about the game.
Advertising the CBT directs traffic towards the website where the company can then relatively inexpensively advertise it's products and give you product previews. True, for folks that wanna play it RIGHT NOW ZOMG THIS LOOKS SO KEWL SOS FTW!!! and then they can't...well, yes, there is some initial negative reaction. The hope, though, is that they'll generate interest enough to check back to the website/forums every so often for new content, which then holds their attention long enough to be drawn back to the website again, and again, and again until the game goes OBT or Live.
Directing traffic to the website and forums (by advertising the CBT or otherwise) also allows people to see additional fan-made screenies and how excited some of the current testers are about the game, which breeds further excitement and interest through the masses.
It's all marketing, man.

Don't rightly know myself. I saw an ad for it and checked it out and was very very disappointed to discover that it's in closed beta. However, I did like what I saw for both this and Fiesta. So, I'm now playing Fiesta while waiting for open beta and/or an invite for the closed. Already have it DL'd and installed, but I don't feel right about playing until either of those conditions are met. *shrugs*
It *does* look great though, doesn't it? :D
