Can't Create Character

I just installed the game it patched and i clicked the server i wanted and clicked create new character and it jsut keeps crashing.

Ive tryed reinstalling , restarting game and restarting the computer
and no success

Im running on a P4 HT 3.0ghz , 2ghz ram 350gb hd, radion x1650 pro, Win XP home SP2

okay so I had a friend log on and create a character for me. I log in select the character and it says connecting to server the next screen pops up for about a second and it crashes back to launcher
