Skill Empowerment Max 10??

I'm lvl 23 now.. I was trying to save up my skill empowerment pts, so I let it accumulate. Now I check and I only have 10 pts in there.. I've only used 1. So I have a total of 11 skill empowerment points. Is this right?

Correct, you receive one empowerment point every two levels. 3,5,7,9,11,13,15,17,19,21,23 - 11 points.
