ive figured out the problem there is a quest roumenus from roumen gives u once u complete the quest he gives you you can then get the quest from guard captain shutian at lvl 20 i figured this out by doing it if u didnt get the quest you wont get it to work hope this info is helpful this is the answer for the quest problem that ive come up with^^
