were do i mine i am new and don't no were and if u know were to find a scroll to learn power skill-its a scroll production skill

The first mine you can enter is the Echoing Cave. It has 3 entraces: 1 in the Forest of Tides (if entered through Rumen just head north until you see a pink point on the minimap), 1 at the Sand Beach (if entered through the Forest of Tides, just head west (there can be a King-Crab on your way so watch out ;) ) and the last one is in the Sea of Greed (south-east corner of the map). Be sure you have learned the Mining skill (obtained by the Skill-Master Ruby) and own a pickaxe (bought from the Item Merchant Pey), as you can't mine without them.

The 'Power Scroll'-recipe can be bought from the Skill Master Ruby (first page of the Alchemy section). Remember that the Power Scroll does NOT increase your power, only your aim. (I know it has been discussed many many times, but I just wanted to note it here again ;) )

No Problem. :)

There is no real Power Scroll in this game yet, at least I haven't seen any. The only thing I've seen that really increases your strenght are those Strenght Potions (name can be wrong, but that was really a potion). They increase your strenght about 24 points and give an additional +1% chance to your critical hit rate. Dunno if you can make them yourself through the potion production skill, but they aren't listed in the first step of it. Guess you get them somewhere as a reward for a quest. ;)

If anyone knows better, pls post. I want to know it too. :D

Those potions are confirmed quest/drop only @ the strength ones you mentioned.

T1: 24 str pts and 1% crit hit rate
T2: 64 str pts and 2% crit hit rate
T3: 104 str pts and 3% crit hit rate

(duration on these is the same as any other 'normal' potion I can find/confirm to this point, being 60 minutes)

Edit: The quickness and protect potions also come in 3 tiers, duration of 60 minutes and are quest/drop only. I do not have the stats for those floating around at this time - another user may, however.
