You can't trade them. The ones purchased in the SparkCash store aren't giftable. So, you can't give someone a stat reset scroll.

If you wanted to spend the money, the full stat reset capsule in the Fiesta store is giftable- but at 12,595 SparkCash, you're talking $17 or so.
