One of two issues exists:
1. You need to update your graphics driver and/or DirectX.
2. You live in either the EU or Philippines and cannot play North American (OutSpark's) Fiesta.

Is this a North American game only? Or is there a UK version? Couldn't find anything saying that this game was not International.

Outspark publishes for a North American audience. They only block other countries if there is another company for that region that is hosting the same game.
Gamigo is a publishing company that provides the European version of Fiesta. You should be able to play their version.
