many of the green lower lvl items are labeled as tier2 while having exactly same stats as vanilla smithy items and more importantly look exactly same:p , but requiring more expensive elrues etc for upgrade. Do they have a bonus to success rate for refining or what is the purpose of those items?

The green items I've seen have been the same level as the items they are impersonating as far as I recall.

by "lower level items" i meant low level range, i just don't have experience with high level items, but even at lvl 2x there are items that have same stats as white smithy gear
i also see players charging more for "solar eclipse" boots etc, even though theres no visible improvement over standard ones
