tracker and scrolls do not work

i went to Loem Valley and talked to the guard he gave me a tracker and return scroll and told me how to use it but it still does not work, I did the Hansen quest now I do not know what the problem is HELP!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!:confused:

only one thing i can think of.. and thats maybe u got a quest that says cant use scrolls active if u have none of those quests active then i dunno ><
