im confused as to what the tower is?

The tower is a dungeon for lvl 20-50 players. You get the quests from Templar Maria in Roumen. And you have to be in a party to enter, other then that, the quests pay good, and if you have nothing to do but grind, you can use a quest or two to skip that lvl.
