Cannot Change Class

im already a cleric lvl 22 and i cant find a place to start class change quest at all...

who do i have to go to?
the paladin lady in elderine doesnt have any quest to offer, officer sean doesnt either

i can only access buying window from the paladin lady and only close option for officer sean

do i have to finish some other quest first or something? what i need to get done b4 i get offer a quest to change class?

plz answer me...its almost 3 lvl past the class change for me already TwT"

I think the "Promotion" quest starts at Shutian [in Elderine] now.
Check the red Qs on the Elderine map.
