Guild Storage Question

My husband and I just started a new guild, we have tried putting things in storage so we can set Academy awards for when people join the academy but it won't let us. We get the message "Now, there are too many Guild Storage users. Please try again later." every time we make the attempt. Is this typical for a new guild? How can we get around it considering we've been trying for 7 or so hours off and on?

Try all towns. If none work, it is believed that if you get in RIGHT after maintenance, you will be good for the rest of the week.

I have been getting that ever since they increased the Guild buying price.
I wasted 2 Uruga scrolls getting to Uruga and back and it was the same there.
