Hi, I was wondering where to get it...because I can't seem to find it at the Skill Master NPC.

There are little arrows on the Skill Master's window and the bottom right and left. These bring you to new pages of skills (ie: what you need to go to) and shield increase [Tier 1] will be there.

there is. you just need a lot of exp in scrolls to make it. its 1000 or over. donno, im only at 600 or so

Which city can it be found in? I've looked in both Elderine and Roumen and cannot find it. Thanks in advance.

there's little arrows at the bottom of the skills page. click it. its on the scond or third page of alchemy skills.
oh ya, same goes with fighting skills in the higher levels.

I have reached the option to make defence scrolls tier 2 but it's not found in Roumen or Elderine ........neither is vitality 2 nor speed increase 2. Can anyone point me in the right direction please?

they're not drops >.<
they're on the second (or third) page of alchemy skills.
press the arrow at the bottom of the page.
