You should do the Monkey King Subjugation Quest from Mei in Ozi Village. You oughta kill the Monkey King. You shoulda got the quest at lvl 15. The reward was a level 16 wsp hat which is pretty nice :D As for the cloak, I believe those are only for Spark Cash (Real-Time Money) Hope this helped!
