I found some for free in my inventory before. I think, and feel free to correct me, you get a couple after some quest or other...

You get 10 stat reset scrolls after a lvl 30 quest which means that you can fix 10 messed up stats

you can accept the 10 stat reset scroll quest from lv25-29 @ shutian in eldy, you cannot no accept it @ 30+
