Blacklisting stands for making negative comments about someone, giving his name or making it evident who he/she is

Disruptive players suck, but the rule is there to avoid disruptive players lying about who the disruptive one is. To deal with this players, just gather your evidence and send it to a CSR the way Neko told you~

What if you know some dude who always screws up KQ and abyss teams, spams, loots, ect. Only can tell others about it in-game? :P
