Open Shop Bug?

So I decided to open up a shop for a while but when I select the shop icon or Alt+C all that happens is something that says "Preparing for Service" comes up then I press check then nothing happens.

its not a bug, the cash shop isnt implemented yet

Hit ALT V to set yourself up as a vendor. ALT C is for the cash shop, which is not running yet.
