Pan? To move it around hold the left or right mouse button and drag it around

Haha, funny thing about that. You're supposed to learn how to pan the camera from the first quest in the game. The problem is... that NPC is not in your view when you first start, so you can only get her to tell you how to pan the camera by panning the camera to see her.
