Can`t get Kingdom Quest List

I am a Lv10 Fighter but when I talk to Town Chief Rumenus and click on the Kingdom Quest button nothing happens, whats wrong? Ive tried clicking on the hourglass next to my mini-map as well and nothing happens there either.:mad:
