Basically Closed Beta Testing is when they limit the people who are allowed to play. Apparently you either get in by being invited (I'm not quite sure how to get invited) or you slip in by chance, which seems to be happening a lot.

So everyone else who doesn't somehow slip in and/or doesn't have an invite can't log on until they Open Beta Test. I'm assuming SoS has been in Closed Beta test for a while now because I looked at an announcement for it that dates back to months ago.

It's not known when Open Beta Testing will start, so it's suggested to check up every so once in a while and wait.
