Skill empowerment help needed

Ok, I have a level 15 (almost 16) mage on Teva, and I can't empower skills! How do I do it? Thanks for any help :)

Please help! I've tried clicking on the arrows but it doesn't work T_T

Open skills menu, click the empowerment button when that small box pops up you drag and drop a skill into the black square than choose which of the things you want to buffer on it by pressing the up arrow than click confirm.

Note: You can only empower active skills! ;) (Such as Power Shot, Slice and Dice, Fireball, Heal, ...)
