As in the topic... Can we use screens from animes in our signatures? If yes, do we have to write something like "(c) Elfen Lied" etc. in the corner? ^^

If there's an image you'd like to use, as far as I know there are no restrictions as long as it's appropriate and adheres to the Signature Size limit of at most 600x500px.
However, if you're going to use someone else's artwork as a signature, it's best to get the artists permission. Some artists do not take well to having their art used in ways they don't wish it to be.
