If you know their id you can try to gift them and it won't go through.

There is no way of telling a person is banned unless you are the individual or a staff member involved with the punishment.
The user who is banned will get a message while trying to login stating they cannot access the game due to a ban. They will also receive notification via email concerning the punishment.

Considering they're trying to get someone banned and trying to make sure they do (which is a private matter between the CSR that handled the ban and the user that got banned) I think its a bit over stepping their boundaries to be asking. After admitting to trading accounts with the person.

The title yes, but none of the information you put in your post is any where in this thread except for your post. If you plan to accuse somebody, then put a link to the proof so it doesn't look like it is just sour grapes on your part.

You'll know they've been banned when you are. Anyways you violate TOS and whine about the consequeses...I.E. losing all your money? grow up and don't break the rules next time
