it's a level 70 blue weapon. Also a Fortune skin which is no longer available in the store

Most of them come from the PvP KQ, with set stats. Others drop from bosses and in the 70 Abyss. I am not sure which bosses, but those and the abyss ones are extremely rare.

Have never seen weapon from PvP KQ, only non-tradeable set gear.
Easy way to get blue 70 weapons at the moment is 80-89 KQ - you have relative high possibility to get blue weapon for your class, but stats will fail

I stand corrected, thank you. I have never gotten one (except by buying) and misunderstood when someone told me where they came from apparently.
