70% charmed = 20% charm of might + 50% charm of might (from tough cookie pack)

And yes, the only way to get 50% charms is from the tough cookie packs

The 50% charm comes in the Tough Cookie Pack and lasts for 2 hours.

Individual 20% charms can be purchased, or they can be purchased in a bundle. These last for 1 hour. The 70% mentioned would be when you activate a 20% charm of Might, then activate a 50% charm. You can also 90% charm (up for debate) by activating a 20% STR, a 20% DEF, and a 20% MIGHT. Once those are done you can activate the 50% charm.

The 20% charms have to be activated first, and once the hour that they last is done you can not activate more until the 50% has ended.

I've tried to 90% charm, it doesn't work. You can activate all the charms, but you only get the bonus of charming 70%.

Lol, that is why I put in the "up for debate". I have seen some people swear it works. I am not sure, generally sticking with a 40% stack for the most part. I do activate a 50% on top of that sometimes, but I am not sure of the outcome to the percent.
