Skill points

How do I use my extra skill points, because I don't empower my skills or my spells at all they are just sitting there please help!!!!!!

well u go to ur skill points book and click on empoweren then take one skill and put it in a bow that next to thr name area then click one of those up or down ones to power ur skills up but be wise
