About: Skill Points.

So, I was browsing through the other threads and I couldn't find what I was looking for. So, my question is such: If I use skill empowerment points on a low level skill, does it affect the higher level skills once I get them?
I feel I should know, I haven't allocated any yet, and want to be sure before I possibly waste them. Roar.
