With over 4k guild in a server.
I wonder about the inactive/storage guild? Which has no active in it?
Will they get pick to?

it picks random guild from the people who try to join, not just random guilds in the game
basically, more than 16 guilds can apply to be in the tournament, but only 16 of those guilds CAN take part, and THOSE are picked randomly

this is off topic but something needs to be done about dem inactive guilds.It's annoying when warring a certain guild(my cousin's guild to be exact and it's reg. no. is 17xx something).takes way long to get there.
