the simple, logical, answer is that anything that cannot be completed in a single ingame trade is open to scamming - so those are what is not allowed
or at the very least, you're not allowed to complain about it if you DO get scammed
sc for items, sc for "powerlevelling", sc for gold, gold for enhancing - all of these can't be closed and locked into a single transaction window - to do any of those things, you do it at your own risk - and if you openly offer the services or openly want the services in public chat, that would be potentially scamming players, and the kind of thing people like me screenie and report on a regular basis (and people do disappear for a few days sometimes)
another way to test the rules, as i very often say to a former friend ingame, most people already know the "rules" of the game, and just like to test the boundaries, and push and push and push for one member of staff to respond, believing that this makes it written in stone, which it doesn't - but if your question starts with "are we allowed to..." chances are, you're not allowed to do it, and you just want validation for it
it actually annoys me when people push and push and push for official words on things, then quote those words to the letter without really understand what the ToS is about and for.

OP, it's the same concept.
although, imo, they should take it out of ToS (since so many people do that stuff anyways) and just make it a sort of "do it at your own risk" sorta thing.

Yes, trading in game items for sparkcash items is also against the TOS.
Some other things you might not know are also against the TOS;
Server to server trading (trading an item on one server for an item on another server).
Buying on one server but paying for it on another (still trading)
And so on..
