Question on skill empowerment

I was wondering: if I spend some skill points ( let's say 5 on cool down time on Heal(Teir1)), will this affect Heal(Teir2), Heal (Teir3), etc .. also? If yes, then I would start using all my saved skill points, if not then i'm saving them for a higher-level skill. Please answer thanks.
