Connection refused Error

When I open the outspark launcher, I get the following error at the bottom of my screen: 10061, connection refused.
Firewall: Norton antivirus
Disabled, tried again, no such luck-what is a possible error, and how can I fix?
Some additional information: right when I launch it, there seems to be a webpage that it tries to connect to- It is not connecting to that initial page. Perhaps that is part of the problem?

I believe, from reading other threads, That I have found my error.
I am currently behind a proxy server- going to try again when I get out from under it.

try to restart ur comp and try again mayb ur firewall wont let it start idk

We are aware of the issue, and are currently working on a fix for this issue.

I have a work around that i used at home....

If the patch is not successful, keep trying until it work. It took me 5-8 times at home before it finally worked. The patch is timing out when contacting our server. This work around is a force install work around. It may or may not work. This work around is also not 100% gurantteed to work, but you may want to try it.
