A quest given by Smith Karls has 2 problems, one it says "I need 0 Broken Swords" and it also cannot be accepted, only declined.

Maybe u are above the lvl needed to do this quest now, or u have 10 quests already on u....

If he was to high level for the quest the npc would not even offer it to him and having 10 quests already has nothing to do with the wording in the quest offer.

This quest is still having issues, not sure if it has been addressed. With the current server issues I can see this taking a back seat but it would be nice if this could be resolved. I am not able to accept this quest, only decline and it is asking for 0 broken swords still. I would guess the 0 swords is a typo in the setup, not sure why we aren't able to accept it. I have only 4 quests at the moment for a lvl 14 Cleric. Hope someone can provide some more information on this. I am playing on the Teva server with this character.
