when you upgrade to a neophyte, is it best to stay at that job or to promote to like an assasin , shadowmaster,etc? also how should i distibute my stat points for neophyte?

Full AGI until well into Roguehood or close to Assassin with just enough POW for new shields. After your 90s, you'll want to contemplate adding a few MEN, STA, or POW depending on the leveling style you've developed by then. Some may argue that adding extra POW is a good idea as a Neophyte for better carrying capacity, but I'll let you make that call for yourself.
It's almost never best to stay at a job class if you have outleveled it. If you plan to take the Assassin path, you'll want to level up to 66 to change class to Rogue, and 96 to change to Assassin. Unlike a class change to Scout, you will not be given an opportunity to redistribute your stats.
