Question about CS Ribbon and Gifting

Hello. I am wondering if the big red back-ribbon in the cash shop is available for males... like if I buy it on a male character, will he be able to wear it?

Also, if I am level 20, and want to buy a cash shop item for someone else, do they need to be level 20+ also?

Yep, male chars can wear it.

No, only the gifter has to be level 20.
