Chain Cast Glitch?

I'm just wonderingnn if anyone else has experienced this past from last week's maintance. I thought it was just lag, but 3 of my mage friends on msn told me that when they use chain cast, their fear still goes in CD. Has anyoen else had problem?
Problem Exactly:
When you use the mage skill "Chain Cast" then the mage skill "Fear" the fear goes into Cooldown after you use it once, therefore meaning chain cast failed.

Probably pressed fear too quickly [twice] using both at the same time, it's not a glitch but its annoying :/
