It all depends on the GMs skills usually. I was a GM for several years on Ragnarok Online, and my job was to design the sprites (character models), and equipment that shows up on your sprite, and the website design as well. (Though for the website, I only did design, they had a coder, that I worked with).
How I became a GM was when I was playing Ragnarok, I was sitting in the main town that had the most people, and I started a conversation about my skills and what I'm able to do, and the Admin contacted me in game, and asked me questions, I answered, and then he asked me to join the GM team, and I agreed to do that, and I gave him some work I already had put together, for the game. I planned on becoming a GM in Ragnarok before I was asked.
In this game, I don't know if I would care to be one just yet. I have to check out the game, and have some fun learning about it first. You should do the same, before you decide you wanna be a GM. And if you still wanna be one, after you've had time to learn about the game, then you should put your skills to work, and create some things to present, and show how good you are. Then contact a GM, or the Admin somehow, or attract them, like I did. Thats how you do it.

Considering this is an official server, I don't really think becoming a GM would be possible trough that way.
The company (Outspark) probably has a whole team of programmers and artists that work on the game, and since this is basically Xenepic (Japanese or Korean game, maybe both) remade for the western world, there’s even less original work needed to be done (as in new sprites for monsters or items or etc.).
And in relation to that same thing, I suppose that most GMs are just that, GMs and have no real relation to the development team of the game, their job is to make the game work from the inside in relation to the players and the society they create, or in other words, they are like the messengers of this game god, whereas the development team is the god who created the world and set its laws and everything.
I dunno though if the GMs here are actual employers from Outspark who receive an income for it, or if they’re just original players (fiesta ones in that) that where given the chance to become GMs
